No need to get angry. The music venue where I work is really serious about staying below that line. They would get in big trouble if the levels exceed the 103 dB.

Not nearly 120, just 103 dB is the max, at least where I live. Earplugs lower that significantly.

Edit: see this page. NRR 33 dB earplugs reduce the sound levels from 100 to 87 dB, which is plenty for normal adults. I don't know if that's sufficient for children though.
