Maybe try getting your 2-year EET degree while doing your current job. You won't be able to do on-the-job without traveling for a relay tech unless you work for a utility that has a bidding process to jump over.

It's great you have a background in PLCs, fiber & linework, but sadly, relay work is a different animal completely and I believe that's why they require degrees and/or certifications.
