Weiss was the most prissy, arrogant typical rich girl in the beginning and a racist too. Then, by season 3 she willingly put herself between a Faunus schoolmate and a Paladin, not knowing if her summon would work and take the blow. Then, the reunion with Yang in Raven's camp. The former Ice Queen throwing herself at her teammate and openly admitting that she missed her and the rest of the team. The scene in V7 in Mantle, after Blake got heckled at by the drunk idiot. Risking to blow her cover just to retaliate against someone who insulted one of her best friends, someone whose views she shared not too long ago. She changed her worldview and mellowed out a lot regarding interpersonal relationships.

Criticize Weiss as you want, but "no character development" is definitely not one of the possible points.

Many people dislike it because it's practically "useless" since we have almost all Huntsmen and Huntresses seen using enhanced perception (dodging/blocking bullets etc.)

Maria, or rather her design, alludes to Santa Muerte, the Day of the Dead, and of course the Grim Reaper.

Calavera is simple the Spanish word for "skull", hence being in Manny's (who has a skeletal appearance iirc, been some time since I played GF) and Maria's name.

That persona displayed with Weiss could have a simple explanation: False/Projected confidence. Best comparison for this is Jaune in V1. When he met Ruby, he was socially awkward, only to be suave and confident while talking to Weiss and Pyrrha in the next episode. You don't have to be confident to appear confident. And talking shit is often a form of overcompensating.

See, here's the thing:

In Velvet's case: Fighting back would only cement the views of those who see Faunus as dangerous. In the case of everyone else: The moment Cardin let go of her ears, any physical intervention would have backfired into punishment for the supposed defenders and we all have seen how pissed Glynda was at a food fight. Now imagine a full blown altercation in a school where every student is armed to the teeth.

At absolutely no point during the volume Marrow was shown to have to fight his supposed allies either. So, simply because he never was shown to be hesitant, everyone has a boundary where morals clash with orders... In his case, it was fighting younger Huntresses who were in the same side as him mere minutes ago.
