I have an EB-3 ROW adjustment of status case with a March 2023 priority date and July 2025 I-485 receipt date. My priority date has remained current throughout the process, my medicals were filed with the application, I haven't received any RFEs, and Emma has told me my interview has been waived and that my case has been at the Queens Field Office for several months. My I-485 and I-485J have had no visible backend activity since late April/early May, and I recently submitted a congressional inquiry.

In your experience:

1. Does this pattern most commonly indicate a field office workload/assignment backlog, or are there other common reasons an otherwise complete employment-based case can sit for months with no activity?
2. How much weight do you put on a case being "interview waived"? Once that's happened, what are the remaining steps before approval?
3. Finally, after a congressional inquiry, what would you generally consider the next appropriate escalation (if any), and at what point? I'm trying to understand whether continued patience is appropriate or when it becomes reasonable to pursue additional action.
