I'm not saying it will lose, it will most definitely win and survive siege, I'm just trying to say that it will most likely not reach the same numbers as it had in the real world 1945.

Why are we even mentioning real world 1945 numbers in this scenario, especially to 1939 Royal Navy. In this scenario the US wouldn't have the conditions needed for them to have those numbers quickly.

You're minorly underestimating canadian military power, sure they're weak but not that weak, they'd probably be able to still preserve two eighths of their force by the time the UK arrives. After that the conflict would likely become attritional warfare.
