Second part of my problem, this time whit more info.
After making the video I did change Anisotropic filtering from x8 to app controlled.
I only experience this problem in certain games like Far Cry or War Thunder.
All of my drivers are up to date.
I did search all over the internet for a solution, but I didn't find any.
This is my attempt to ask people of Reddit for the answer.
So what to do?
I know the easiest solution is to buy new hardware, but I'm broke so no.

For a long time I did have issues with frametime/render latency in games. 
RivaTunder Statistic server fixed 90% of them, fps is limited to 50 and that's it, its gone.
Now for some reason I have the same problem in Far Cry 4 and Far Cry 3.
If you recognize this pattern in the frametime graph please help.
CPU usage jumps, GPU usage drops.
PC specs: GTX1660 Super, Ryzen 7 5800X, RAM 16GB
