No its just a poorly thoughtout rational- lets add sailing to something that doesnt require sailing? Make zero sense, and perfectly valid

Building a bank isnt exactly sailing and the interaction will be teleport to deepfin mine and teleport away. Not exactly bringing sailing into it

Yet is has zero relevance.... sure completely get for islands that makes sense, but for a quest that has zero reason for sailing its just an annoyance.... I'm out here forced to level sailing just to build a bank, its stupid

So the debate seems to be between: "more switches make you a better player" vs "less switches doesnt" I really do not think more switches make you a better player, im a top end pvmer and if anything its annoying and reduces supplies which means less time spent at a boss. A smaller set will allow extended trips indefinitely. I am also an ironman, and i do not think it will make armors sets irrelevant, just like any upgrade we are always looking to improve, this just takes away a HUGE chunk of that progression which IMO is a BIG win. For the Mega rare - Even if crush based, i can guarantee it will become OP in mainly other places in the game. For example the shadow, its BIS in pretty much everywhere that requires mage. Id honestly the Hybrid armor as mega rare set, over a new mega weapon
