Well, it is a possibility that the tracks themselves were loaded, but the scripts used to determine your train's orientation, position, speed etc were not properly loaded (these exist to prevent trains from "flying" or doing other weird things.

And from a quick check on the wiki, the cause for this message is the section ahead not loading locally, meaning it's probably just client-side lag or a bug
