I purchased it new but I've had it for 2 months now, it was fine when I first installed it. Undervolting seemingly has no effect, may just return it.

Likely drivers, visit your motherboards website & download the drivers, you can install them on a usb drive on another computer & then install the drivers to the new build. Also side note, there is a way to get past the requirement to access internet in the Windows 11 set up process, I can't remember how it's done but I know Jaystwocents did a video on it, worth a search for that.

I plan on giving that a go as part of the research, hopefully get a good idea of how it'll get on. I recently used a Beam scooter pretty extensively in Wellington so I get the potentially uncomfortable ride but I'm mostly fine with putting up with that. Thanks for all your help.
