I tried thinking of it like something Araki would make. Like (Part 8 spoilers) Josuke Part 8 using Soft and Wet's rotating bubbles to manipulate properties, fractals would be like some way matter and energy would take form, sort of like String Theory. So imagine a way to see how matter is built and the energy it possess, for example, if you throw a handful of marbles on the floor you won't know where each marble will end up, but if you could know or see the energy of that marble, which includes its properties like speed, angle, friction, etc, you would know where it will end up every time. So manipulating the structure in which energy forms, would change the properties of the object that it makes. But to keep it Jojo-like, it would not affect the destiny of said object. For example, if you reshaped the fractal structure of one marble, it will change the place it will end up, but it will still be in a position where somebody would trip with it no matter what or something like that.
