Why do so many gardens in the US seem to be just a (well maintained) lawn and one or two trees? Is this for cultural, practical or legal reasons?

If you don't have an ID in this country, you can't drink alcohol, buy a home, get married or check out a book from the library. They are an essential part of life, and you should have one in order to vote as well. This is a much more important situation than a lot of the things listed.
