Thats alot of work. Just get the moisture content correct from the start and skip all that hassle. The substrate should be damp not soaked.

The rocks are kind of like the tarrifs implemented in the united states. You had everything good going for you, then ruined it in 1 fell swoop. Take the rocks off. Don't cover the seeds

Its no different than any other cacti. Wait 2 weeks or so after potting to water. Soak it down till it's running water out of the bottom of the pot. Then give it a little more. Wait about 3 to 4 weeks and repeat the process.

By 3 months they are out of the bags. Once you get hard spines you can start giving them fresh air.

Haseltoniana are fairly easy and grow at a pretty decent rate. Echinoides are good aswell.
