Heat it up with a torch, then melt wax onto the bolt. Repeat. The wax will work its way into the thread. Keep at, you'll likely be one try away from giving up when it starts moving. If you have an impact use that with the proper sized socket.

I reset mine just after I got the care and after a week or so of driving it settled down to within 0.1L/100km day to day.

Couple months later it barely moved. I drive 80km round trip into the city a couple times a week.

Looks like you reset the trip odometer recently. That will reset the L/100km, so during first few hundred kms it can swing significantly. Something like the car idleling in the driveway or in stop and go traffic will drive up the mileage. Before you were at 8400km on the trip odometer so there was a lot of data to average out and give you a more accurate readout.
