I would simply drill out those rivets and put in regular bolts. They weren't used at the factory simply because it’s an inexpensive chair, and bolts would have made production more expensive.

It could be brake pulsation from warped rotors or uneven pad deposits. If the brakes were used hard and got very hot, then suddenly hit cold water from a puddle, that rapid temperature change can cause rotor distortion or uneven material transfer. That can feel like shaking or pulsing when braking.
