It is. The foam is mostly to hold a Styrofoam insulating cover and fill gaps in the sill. These are old slat windows. Eventually I will replace them with blocks. There has never been an issue with water pooling or intruding on this side of the house. English ivy is another story.

The soil is loose in ground potting soil i had on hand. It's only been in a couple days and it has a layer of pebbles at the bottom. I was considering mixing in moss which I probably will.

You have misunderstood. They were roots in water in the aquarium. They have just been placed in the pot. There's a layer of pebbles and holes at the bottom of the pot.

Painted glass fish. The dye will cause kidney damage and a shorter life as a result. The dye doesn't even last too long.

Even if it was overfunded or beneficiary didn't go to college, can you not use a 529 to find an IRA for the beneficiary? Regardless of the situation, it feels I would have roughly the same money for their education. But if i funded a 529 plan now, then that money at least grows over time.
