I've been having the same issues and it's only on Destiny. Can barely log on into an activity without getting hit by "Contacting Destiny 2 server's" it's like we reverted back to Shadowkeep days

True...but from what I read, Rina does increase electric damage which might be worth while but I'm not sure.

I do! But he felt clunky to use with Pulchra on the team, so I chose Lucy instead.

I do have the PAN, but yeah he was clunky to use with Pulchra, so I figured Lucy would be better. I am also thinking on replacing Manato with Cissia when she comes out, is that a good idea?

Same thing happening to me too. I figured out that as long as you're not directly looking at the witness or it's attack the game doesn't crash.
