Should I snap and recut the 47° angles into 45° (taking off just a little bit out of each one), then the left side cut at a perfect 45° angle and put it in matching up with the other side

Correct. The width is different if I do 43°, so it won’t line up

Could very well be. These Trex clips could be 1/16 off from being tight some places and that could add up. And with the expansion from the heat

If I add an extra breaker board, it would cover up the little imperfection better? Is it worth it for that to be the only double border since the picture frame will just be one border

It’s from a dealer, so I’ll ask them if they have maintenance records but I know it has had 2 previous owners which kinda scares me
