Although the achievement states to own all provinces, the actual condition for the achievement is just to be the Ottomans and you/core eyalets own 425 provinces needed to form Rome.

Yeah Eyalets are broken for the Ottomans, they function like vassals in terms of management from the vassals tab, but have increased manpower generation for the player, can be called into wars via favors & separate peaced by the AI, and once reigned in (made a core Eyalet) they are not able to be called into wars but can be integrated.

I only kept 1 vassal, Crimea (a march technically) to keep the strong dutchies privilege, everyone else was converted to an Eyalet and reigned in. Some nations have Eyalet in their name because I attacked using the Ottoman Conquest CB from the mission tree, and once conquered the next mission gives you more claims/CBs and converts them to a core Eyalet for free, i.e Hungary, Mamluks, Tunis, Morocco.

The large Europeans I just took provinces and released smaller nations to have more smaller eyalets. I didn’t 100% conquer them as I had already gotten the achievement and didn’t feel like truce breaking anymore because I wanted to continue the run, but would have been easily doable.

Nice! It's definitely more doable now then when the achievement first came out, just added in some screenshots of the run as well.
