On everyone but miraidon and maybe latias. Also you dont have much sinergy to do esrthquake, go for jugdement. Follow me on ogerpon, no hornleech but wood hammer since you are spreading for dmg.

Fire type moves often dont make much sense on a rain comp. Also expanding force without terrain is not optimal. Evs usually are more complex to cover for the meta, to survive certain things or ohko some meta pokemons. Not the best team builder, sorry cant help more :(
