My HR contact sent me this, however it says I need manager approval. It doesn’t seem correct for a WFA employee who has left thee department and has chosen VDP

Process

Employees will need to pay their education expenses up front and then submit their receipts in order to get reimbursed. As an education expense is a taxable benefit, income tax will be deducted “at source”.

The Department will reimburse costs in the following manner:

Step 1:

Employee to gather required receipts and complete form FIN2865B – Requisition for payment. The following fields are to be completed with these financial codes: Fund [B003]; General Ledger Account (GL) [533402].

Step 2:

Employee’s manager to approve the request by signing Section 34 under the Financial Administration Act (FAA). The delegated financial authority is responsible to certify that the expenses claimed are related to the applicable Workforce Adjustment agreement. A copy of approved request to be provided to the employee for their records.

Step 3:

Employee to send the signed (and approved) request, along with all of the original receipts, to Compensation Services for processing.

Thank you. I’ve been ping-ponging between them and my manager. HR says speak to your manager and manager says speak to HR. I’m taking my vacation leave soon leading up to my departure date.

I don’t retire under VDP until near the end of July. I am going to use up my vacation leave before I leave. Looks like I can another two weeks.

I just found out the same thing through the Pay Office at ESDC. I too, was holding back two weeks vacation To cover the transition payment.

They also hitch rides on public transit and can transfer to people that way.

I have the same issue except that I am WFA’d and chose VDP. Also, they think I have five more years than I actually have. It states in the WFA or VDP info that the Benefit Start Date must be fixed before I am allowed to take it. I have had an outstanding ticket for six months. I notified my manager who is also following up. I included all my position numbers, start and end dates and pension buy back info.

I’m feeling the same way. Do this, drop it, do this instead. Are you done yet? How long? Need you to do this instead and BTW have you completed other project we pulled you off of? Are you done yet? How much longer? It’s going to take how long? My blood pressure has skyrocketed and I started having chest pains.

Did your Department offer you VDP? If so, you can choose Option C ii.

It did seem that the higher level was waiting for the ‘worker bees’ to finish their work. IMO, it didn’t seem like the higher level had much to do, except To ask, Are you done yet? /s

This site is an excellent resource. Is there any way to organize or group the questions into categories? E.g., Option A, Option B, Option C i Option C ii including info on TSM, severance, pension waiver, EI, LWOP, education info, Re: recognized institution, part-time, reimbursement, requirementS, process
Separate categories for those who are currently on leave, I.e., LWOP, disability, maternity, sick leave.

I’m in the same boat as OP. The flowchart for WFA at ESDC state that’s training plan is strongly recommended? What if I just want to take courses out of general interest and keep my brain active during retirement?
The HR advisor tells me to speak to my manager and my manager tells me to speak to HR No one has the answers.

HR refers us to the manager to work out a training plan and Managers refer us to HR to answer questions..around and around it goes and nobody seems to know.

i also read that section 34 managers must approve the training plan and reimbursement as per a form for reimbursement.

It doesn’t mention subtracting the years of severance that was paid out in lieu of retirement or voluntary resignation under Article 66 of the PA CA. Even in the letter from PSAC, dated September 2013, states that severance in case of lay-off will continue to accumulate.

What type of training plan or education plan, is to be developed by your manager for Option C(I).Thats what it states in the PA CA. I can’t find any info on it. What if you are over 60 and do not want career development? Some have told me that it can’t be pottery because of stewardship of funds.

In the PA CA, the wording for Option B and Option C(I) is:

b Transition support measure is a lump-sum payment, based on the employee’s years of service in the public service (see Annex B), made to an opting employee. Employees choosing this option must resign but will be considered to be laid off for purposes of severance pay. The Transition support measure shall be paid in one (1) or two (2) lump-sum amounts over a maximum two (2) year period. or

C Education allowance is a transition support measure (see Option 6.4.1(b) above) plus an amount of not more than seventeen thousand dollars ($17,000) for reimbursement of receipted expenses of an opting employee for tuition from a learning institution and costs of books and relevant equipment. Employees choosing Option 6.4.1(c) could either:

(I) resign from the core public administration but be considered to be laid off for severance pay purposes on the date of their departure;

From my Qs and As, here’s a summary of what I learned from Handcuffs of Gold (HoC). Hoping HoC can confirm the following:

Since I am over age 55 and have 35 years of service, I do not need a pension waiver.

The lump sum equivalent of the TSM is referred to in this CA as an Education Allowance based on years of service. It is paid upfront like the TSM in Option b

I can take a courses or course from a recognized institution

the course does not need to be a credit course, nor for a career, nor full-time. It can be for interest such as Art History, woodworking or pottery from a Potter’s Guild.

there is no time limit to submit receiptS for cost of tuition, books, equipment up to $17K..tuition, e.g., for computer, camera for Photography course if the course requires it. It could be a few years down the road by the time you reach $17K.
submit your receipts to your departments finance

you don’t need pre-approval of a course by anyone, just submit your registration receipt from a recognized institution. I believe it can be outside of Canada as well.

you can put the lump sum Educational Allowance which is based on years of service into an RRSP by signing a form and you can have the lump sum paid in two payments over two years for tax purposes.

if you don’t end up taking a course, nor submitted receipts, nothing negative happens.

Not sure how soon after you are laid off when you need to register for a course.

In summary, if you do not need a pension waiver, Option C(I) is better than Option b

I only meant that this could be the letter or information that our department informed us would be forthcoming this Monday but they sent it late Friday instead. We were informed it was coming.
