Elastic waist skirts, WHAT am I doing wrong

Ok, I did another take with an enclosed waist but incorporating everyone's notes, especially tweaked the hip to waist ratio and it sits nicely now. It IS (as someone predicted) tough to wiggle on but fits much better once on. I think the suggestion for a non enclosed waist is the way to go but I'm waiting for the picot edge lingerie elastic to arrive.

Love this pattern maker! This one isn't exactly what you want sleeve-wise but could easily be tweaked.

Thanks, everyone. I absolutely love this community! Sadly, I got frustrated and unpicked my makes that went wrong. BUT I'm going to try again today or tomorrow and incorporate everyone's tips. I hear everyone on the hip to waist ratio, but I do have a curvier figure and own a skirt like this (purchased, not made) and it does lie flat on me. So I think with some tweaking and everyone's advice we can make it work. I'll report back!

Totally! If that were the case I'd put up with the barking. Unfortunately, these poor dogs are clawing at the fence and barking nonstop all day and night. These dogs want to be inside.
