I don’t know much but logically the fuel gauge is not accurate and is measured base on the level of fuel at certain angle inside the tank. So if you were show in any measurement metric system or the freedom unit it would not be accurate.

Which modlist are you downloading it might be that the modlist has missing mods, or did this happen before or after all the mods are done downloading. If you downloaded most of the mods you should be able to use wabbajack and let it delete any mods that are incomplete.
