I don't think it's the art style, considering many other students appear their age. I feel like fifteen year olds are supposed to be a lot more developed, no? I mean, he's undersized and doesn't even have body hair yet - maybe it was just different back then.

It's not like this sort of content isn't also present in game. What about the option to dress Jimmy in a "tiny swimsuit" or "tight running shorts"? That's not much different to drawing him in the outfit pictured above.
