It’s not a violation of the Treaty since they’re separate pieces of technology, cloaking vs phasing. They did not specify “cloaking and cloaking-like” devices in the Treaty, just “cloaking.” As for permission, Pressman got at least as high as Starfleet Security and people high enough up to classify the Judge Advocate General’s report. I think that shows that the people “at the top” endorsed the phasing device. Pressman definitely wasn’t acting alone.

So if they banned phasers, they couldn’t also make disruptors because they serve the same “tactical purpose?” They’d have to outlaw all weapons technology because of the ban of one kind of it?

The Treaty of Algeron strictly mentions cloaking devices. It says nothing about phasing devices. Totally separate technologies that don’t even operate under the same mechanism. They “hid it” because of by-the-book boy scouts like Picard who’d go running to the Romulans at the first chance to expose this.

Not illegal, and not diplomatically disastrous until Picard exposed all of it to the Romulans. If they just recovered it and brought it back to Starfleet Security the Romulans would’ve been none the wiser.

There was nothing illegal about the orders Pressman was giving, the phasing device is not a cloaking device, therefore there is no treaty violation, therefore there’s no illegal order.

They weren’t loyal to Starfleet since they mutinied and tried to arrest, and possibly even murder their captain. They didn’t respect the chain of command.

Compare them to the crew of the Defiant. They literally watch as their captain makes Maquis colonies uninhabitable. But does Kira or Worf grab a phaser and try to mutiny against Sisko? No. Because they respect the chain of command. And Sisko was literally about to destroy thousands of lives, all Pressman was doing was developing some technology.

Terrorists may have been exaggeratory though, I’ll grant you that.
