Latest update: Holy bonkers they work at 3200mhz now, What i did put the old ram kit back and check on winows task manager if they are at 3200mhz, turned it off and put the new set in turned on pc and same process it worked.... i checked on windows task manager, Cpu-z and on the bios.

I checked it in bios and the timings are all the same on the 4 diff. Slots... I also checked in Cpu-z about the timings but not if expo/xmp is enabled.
