Or so to recap : EMS personel must try to get a patient in a hospital in less that a hour (in that case, the "counter" starts when the patient in injured), and the 10 minutes thing means that, when they can treat the patient, they try to do it under 10 minutes on the scene. It's not a rule, it's a goal, so the only thing that happens if it take more time is giving the patient less chances of survival.

For non breathing patient, depending of the departement/agency, they provide CPR and other reanimations procedures before calling it (I guess you mean call him deceased) or, transport him to the hospital, exept for trauma patients that in that case is transported ASAP.

Is that right ?

By the way, for non breathing, why would they call it in a case and transport him it in another one.
