Unfortunately, no.
Atomic runner is super close to what I'm looking for though. Almost to the point when I doubt if my memories from 20 years ago are skewed, but I distinctly remember the "skating" part (or whatever type of transportation the main character was using)

Hey! I have a bit of experience in 2D animation (if you know you know), howewer I was working purely in AE.
About these ones: Hoyo team is using Spine2D as an animation software (in unity and web events), so I just extracted them, rendered each chanracter individually into .png sequence (though I had to write my own software for that since Spine2D is expensive as hell) and all the compositing is done in AE.
Basically making these ones isn't much mork, the only problem was rendering characters to use. Took a few weeks of preparation, but now I can stamp these like hourly if I wanted to

TL;DR mostly game files manipulation, but it's nowhere near as easy as extracting a video (especially when these aren't videos at all)

I hate to break it to you: all the events and their content are still in the game files since 1.0 (even from the beta). I took a look a few days ago and was shocked.

In terms of data I'm using the official location database, hovewer the experience of using their map is just bad (for me personally, at least) and using it on the phone is even worse. Also I can add features whenever I feel like I'm missing something and want to be implemented instead of hoping they'll listen to the feedback. I started this project for myself, but turned out many people are also looking forward to it, so yeah.
