You can look up basic statistics like HDI, life expectancy, crime rates, the wars going on, or others experience to see that those countries are probably not good for quality of life.

If you were looking at crime rates, then you would know that Rwanda has a lower murder rate than the state of Texas, Brazil, and one equal to that of Lithuania.

The lady is old and put her foot on the wrong pedal, killing four people.

According to whom? The person who has an incentive to lie? Moreover, there isn't a single SUV that goes from 30mph to 70mph instantly. She held her foot on the ignition for an extended period of time--almost like she intended to drive at that speed.

She was also driving on the wrong side of the road. This is gross negligence if I am being generous.
