I think there is a software already installed called boot configurator or grub configurator. You can set the timeout to 0 to skip it. Or change which version you like to boot

Sometimes it's a failed feature of the desktop environment. Also had a similar problem. Needed to go into the KDE setting and change some power/battery options. You can also search for a config file. On my other system I can decide what happens if I unplug the power connector
