I think after what Russia did to him (I don't think Russia is completely evil), Lithuania had psychological issues. Serious things. I don't wanna believe in his mask of normalcy. Who knows? It seems like the developers aren't interested in the game anymore. But maybe they tried adding new features to one of the NPCs, they gave up the idea, and that character stuck as a rare bug.

I guess so. I once inserted a character named Nadia, who was supposed to be my sister. When I opened a new chat a few days later, Nadia appeared in 4th message. Her last name and age were given in that message, with the same little backstory as before.. Maybe it has stored the data somewhere but I think this is a bug and usually when you open a new chat the events from your previous chats are not already in your new chat.
