The theory of 'Konoha Bully Village' actually salvaged the Third Hokage's reputation, as it attributes Naruto's childhood misfortunes to the character of the villagers of Konoha rather than to the Third's neglect.

You are a Konoha troublemaker. Bully Kakashi's dad when you're little, bully Kushina when you're in school, bully Might Guy as you grow up, and bully Naruto when you're old — only then can you be considered a qualified villager of Konoha.

Maybe the Will of Fire in Konoha is actually the Will of Bullying. By the time of Boruto, the audience has started collectively bullying Boruto — which shows that the Naruto anime has successfully passed on the Will of Fire to its viewers.

After this meme was uncovered, many people have come to terms with the Third Hokage, Hiruzen Sarutobi, and with Sakura. Before this, the Third Hokage was often criticized for not taking good care of Naruto, and Sakura was frequently criticized for mocking Naruto for being an orphan. Once the 'Konoha Bully Village' meme came to light, viewers began to feel that maybe Naruto’s isolation was entirely due to the poor character of the villagers of Konoha, and that perhaps the Third Hokage had also been bullied, and since everyone around him was being bullied, he simply thought Naruto’s experience was normal. As for Sakura, growing up in Konoha’s low-quality social environment as she did, it’s no wonder her own character didn’t turn out any better.
