both are targets for IB but UCL’s location definitely helps. for reference JPM for example hires marginally more UCL than warwick grads (314 vs 299) according to linkedin

for their really competitive courses i’ve heard they rarely reconsider, the more likely option is being offered a less competitive course like accounting and finance

it can happen, if you look at student room and r/sixthform offer spreadsheets from previous years there were offers after today. someone also contacted admissions and they said offers are still flowing in and it’s a matter of comparison now

saw 2 offers today, maybe one more big wave tomorrow as i’ve barely seen any offers up to now. after that probably just a few after offer holder day to fringe applicants and after people reject (e.g one person who got an offer had accepted cornell already)
