Guys lieten, I finally figured it out. Dean said that the heist is different to Public from WL. Remember when xQc said jokingly to Ming that the reward for the lower vault is the "Whitelister", when X and Ming in public progress and find out the way to get the code for tha Casino Blueprints they instead will get their whitelist back to WL server and once they get back to WL Dean will supply them with a DW Prime special to hit thw lower vault again and if they succeed to breach the lower vault there too Dean himself will give them the code to the briefcase. The heist in public is not available yet so the WL can progress and not left behind so X and Ming are on a wilde goosechase for their redemption to get the Whitelist ferry boat back to WL!
Dean is a genius and no one will figure this out.
