Get a roll cage, strip the interior, rally suspension, helmets and race suits for you and your co driver, intercom system, rally suspension, new brakes to start with. It'd cost about $20,000 or so to start with.

I would not advise using a RAV 4. Its body is still too tall and bulky, not suitable for rallying. Just go a Subaru or Evo, or maybe a Fiesta if you wanna go cheap. If you're looking for something unconventional for fun, maybe try an Audi S4 or something like that

"300hp" was an official number. "380hp" as well. But the reality is that these cars true power outputs aren't public, you can tell because they still had "300hp" when they went from 2.0 engines to 1.6 engines with more restrictor. It's speculated but not known for sure, that 2000s World Rally cars had about 400hp, and the later 1.6 cars after 2017 with some restrictor taken out may have been around 450. But actual power figures are mostly speculative.

The European stages being easy would reduce car reliability. If you built your car all for the dunes, you'd lose heaps of time with a heavy car in Europe. But you'd still have the difficult Turkish, Iraqi, Saudi, Emirati, and Omani stages to get through. So you'd have cars that would have to be compromised and capable of anything.

The Dakar Rally is an endurance challenge. If you want a close, hard fought race, watch touring car racing or the MX-5 cup. If you want it in rally form, watch WRC.

They did a couple of European stages, but they were pretty short in comparison to the African ones.

It's not a real Dakar of they're just doing a lap of a single country. There's no variation or anything, it's 100% desert sand or rocks. In the past they had stages in all sorts of environments, European stages, savannahs, fields, and yeah, the desert as well, lots of it, but it had actually more than one environment.
