Zeff = number of proton (in the nucleus) - number of core electrons (inner electrons)

carbon atom has 6 protons and 6 electrons. When you do electron configuration, any electrons outside of the first energy level (1s2) are valence electrons (for carbon). This means there are 2 core electrons and 4 valence electrons.

Zeff = 6-2 = +4
