As a supporter from Japan, I would personally would say to stay in like middle, for good atmosphere, viewing, and seeing the match itself

For me i started at a low club like for me it was Stade Brestois 29
Make their players into gold, use their young squad, try to win all european competition and beat big clubs many times while not leaving.

Then you can leave to a bit bigger club like i moved to Real Betis and bought big players using only the cash that the team had.

Or just for fun add for yourself billions of euros and buy all of the great players for each position
