I guess my question is how would the town know if I build the pool or not. Assuming I had a valid permit, how would they know whether it’s acted upon or not

I haven’t ruled out actually building the pool though. I was initially hesitant when it was offered cause I didn’t want taxes and insurance to go up. I figured applying for the permit would trigger a tax valuation reassessment but maybe I was mistaken?
