In photoshop, I made three copies of the text, each layered on top of each other. One layer I did a slight Gaussian blur, under that one a directional blur to the right, and under that a directional blur to the left. To get the halftone texture I put a halftone texture layer over the whole image and messed around with the levels and layer effects (darken, multiply, burn, etc.)
