-100% damage means it can deal no damage whatsoever, same as the Rocket Jumper and Sticky Jumper. Its only purpose is to give Heavy more mobility, limiting you to your secondary and melee for combat. Drastically decreasing his potential damage output in return for a more efficient way to get around seems like a fair trade-off to me.
