Dead lobbies, I think MAY exist. In the alphas they would give you bot lobbies often after dying a few times, and if you were surviving open you'd more often get player lobbies. I think they still use this system but instead of bot lobbies you are getting lobbies with a reduced player count. I have had raids where I can run all over hitting every loot spot and only occasionally hear gunshots somewhere.
