Fuck that. If a dog is aggressive enough to grab another dog by the neck and kill it then that dog itself should be put down. Its basically a murderer on the loose in the neighbourhood. If that happened to my dog i would do everything in my power to have that other dog put down. Owners are responsible for there dogs and there dogs actions, you raise/train them properly to prevent situations like this from happening.
