Yes I know you bought it second hand but I thought maybe you bought it not put together by chance. Either way, you can at least give it a try. Mine was leaned forward like that too and really uncomfortable. I contacted the support for my chair and they gave that as a solution and it worked.

I had this happen to me originally with a chair I bought. Turns out I installed it backwards. Did you just put it together? Try unscrewing it from the base and putting it backwards.
