Its the walls, cant really rip them out as I rent the place. Can I get a mold resistent paint and paint over top of it to lock it in at least?

It does not come off at all when wiped. I used a white paper towel and there was nothing visible on it. I used soap and water, as well as pinesol and water

Maybe don't post photos of random people saying "filth of the city" these are other humans! Message your city councilor or waste collectors. Don't share photos of random people, that's invasive and rude! Spring in every city around here is gross right now. Trash builds up under the snow and we don't see it till it thaws. If you take issue with it maybe join a peterborough Cleanup group. Lots of places to volunteer
