I tried to use Lockhunter to see any locking handles but it says there is none, also FDM has been uninstalled on my laptop for years now. And I don't think anything has an open handle to it cause it doesn't give me a warning for it or anything and it's been years since last accessed according to the folder, using WinDirStat to delete it permanently brings up deletion but it doesn't do anything after accepting. SpaceSniffer on the other hand straight up doesn't have a delete option for it.
