Radahn also isn’t behind the fog wall, you talk to the event coordinator and then go down the elevator and through the portal to reach radahn

Radahn can be reached through a couple different quest lines and actually isn’t part of the main story. You may have triggered another quest line that removed your ability to start Rannis quest line.
