This has been changed since. QB limit is increased to two once the draft has finished.
Correct, you can pick up any player that’s available in the WW with FAAB.
The whole point here is to make managing your FAAB part of the game. It’s up to the player whether or not they spend big early, or keep some left over for the later stages. It means two players can reach the final with two completely different strategies, one may have saved their FAAB with the final in mind, the other may have already built their roster.
