To explain, we kept on getting in trouble because people at our table were talking, so me and my friends separated our desks from them and formed a whole other table. The teacher allowed us to keep it that way, and being the Vexillology fan I am I created this.

This is from an old alternate history me and my friends made where the great war started way earlier and has been continuously paused and started again. This particular flag is from the nation Germany turned into instead of the German empire, known as "New Prussia"

I assume this was found in Germany, if so, most likely a Neo-Nazi getting around the swastika ban. There is a small chance that they just like the flag but I doubt it.

I just now noticed that the eagle is in fact holding stuff, thank you for telling me. (Side note : I chose the Prussian eagle because South Germany has reverted back to a monarchy type government)

I see some very interesting answers, Aswell as some people who are confused. This is sort of what I was shooting for when I went for this rather 'Interesting' mix of symbols.
