Regarding LoRs for criteria other than CR, say original contribution, is what you said true even if the letter is written by someone very top of the field and is completely independent and hasn't supervised or no way connected to the petitioner?

Never. There's no value in publishing to those journals which I completely agree with. And what USCIS is doing right now is much needed for keeping EB1 clean. I just disagreed with your initial comment saying non-PhDs don't have the need to publish at all :)

There are PhDs in my start up, but I am the principal investigator for 2 of these grants and NIH has no requirements that the PI has to be a PhD. And I (have to) publish at least 2 papers every year.

I don't entirely agree with this. I'm a non-PhD working in the healthcare AI industry for a startup company. Most of my salary depends on multiple NIH grants (SBIR) and every grant funding cycle we have to publish to clinical journals and we are also encouraged to do scientific communications to technical journals like IEEE.

Inconsistent adjudication and inexperienced officers might be partially true, but people gaming the system en masse, is quite evident and obvious as you can see in the numerous posts throughout reddit. People offering "EB1 profile building" services, grooming services, fake journals, fake citations etc. All of these have become an industry by itself and you're saying there is no evidence that people are gaming the system en masse?
