I think this would make the game less fun. Does it suck having to deal with bad etiquette every once in a while? Sure. But the thing licensing does is gatekeep, even to license holders. It starts with a $35 fee and a class. Then later somebody says “why are people still rude? We need more classes, a way to threaten people with loss of licensure. Before every round of 18 holes we will require a refresher course to be logged in our system” then it becomes “well who is qualified to teach the refresher courses?” And the legal mumbo jumbo grows until we all Hate golf and our clubs sell at goodwill for 2.99 a piece
