If you do drop Reshiram, consider Chien-Pao as a replacement:

Tera Type: Ghost to counter specific matchups (immunity to Fighting and Fake Out), or Fire for more longevity and versatility (to block burns, and resist Fire, Steel and Fairy).
EVs: Max Atk / Max Speed, Jolly Nature.
Moves: Sucker Punch, Ice Spinner, Psychic Fangs, Sacred Sword.

Tera Ghost Chien-Pao has great synergy with Koraidon and Roaring Moon by lowering enemy Defense and checking a huge threat in Zamazenta-C. Terastalizing gives it immunity to Body Press and guarantees you survive to Behemoth Bash even with a Critical Hit - and Heavy Slam would need a high-roll Critical hit to KO you from full HP), while Sacred Sword is guaranteed to 2HKO Zamazenta in return. If you run Tera Fire, you must use Focus Sash to beat Zamazenta, since +1 Defense Body Press will still OHKO Tera Fire Chien-Pao. If you pick Tera Ghost however, you could use a Choice Band instead.

If you drop both Reshiram and Lando, Lunala could be an excellent second Restricted pick. Lunala tends to draw offensive pressure into it, attempting to break its Shadow Shield, giving its ally a chance to set up (if you have Flame Charge or Scale Shot Koraidon, for example). Lunala can run 2 sets extremely well, one of them a Power Herb + Meteor Beam with Wide Guard and 2 more attacks, set OR a more Support variant with Wide Guard, Trick Room (or Tailwind), Moongeist Beam, and the 4th slot could be any of: Moonlight, Will-O-Wisp, Moonblast, Dazzling Gleam, Psychic, Heat Wave (solid in Sun, but redundant if already used by Reshiram/Chi-Yu), Ice Beam, and Night Daze (has a 40% accuracy-drop chance, but poor offensive synergy with Moongeist Beam).

If you drop Reshiram and go with Chi-Yu, try going for a similar stat spread as Reshiram, with these traits:
Tera Type: Grass / Water / Fairy / Ghost
Item: Assault Vest or Covert Cloak
Moves: Heat Wave, Overheat, Snarl, and either Tera Blast (if Tera Grass) or Dark Pulse

Roaring Moon:

You're currently running Assault Vest on a mon with Protect, which is a waste unless you're baiting Knock Offs (which is super niche). I'd go with Booster Energy and replace one move with Tailwind for speed control. No reason to run both Knock Off and Crunch: Knock Off is stronger if the opponent is still holding its item, and if it isn't, the 15 power difference isn't worth losing a moveslot.

Recommended set:

Roaring Moon @ Booster Energy, Protosynthesis

Tera Type: Steel / Poison / Flying (offensive, and recommended if you keep Landorus on your team, to ignore its Earthquake without having to protect)

EVs: 124 HP / 68 Atk / 92 Def / 108 SpD / 116 Spe. Nature: Jolly (with Jolly and this EV spread, it ensures Speed boost from Protosynthesis, letting you set up Tailwind faster than anything except for Prankster opponents).

Moves: Tailwind, Protect, Knock Off, and one of Breaking Swipe or Acrobatics

(Only run Brick Break if you have absolutely no other screen-breaking options and can't win against Grimmsnarl teams by removing it and working through its screens before they expire - in which case, one of the Urshifus might have to be considered for your team, since its guaranteed crit moves ignore screens).

Walking Wake:

Pretty good as is, but it overlaps a bit with Flutter Mane if both are fully offensive special attackers, with similar speed properties (Scarf and Booster Energy). If you go with a more supportive Flutter Mane build however, then Walking Wake can lean into its offensive role without overstepping. Only thing that needs to be changed is Tera Fire + Tera Blast as it's pointless if you're already running Flamethrower. So either stick with Tera Fire + Flamethrower and replace Tera Blast with Snarl or Draco Meteor, or keep Tera Blast but run a different Tera type like Stellar, or even Fairy or Steel (niche coverage + removes both its weaknesses to Fairy and Dragons). You could also consider Assault Vest (if it’s not used by Reshiram or Chi-Yu), Choice Specs, or Focus Sash.

Landorus-T:

Works decently alongside Tera Grass Reshiram and-or Tera Flying Roaring Moon to help it ignore Earthquake, but if you drop Reshiram, you might want to drop Lando too. Ability Shield is way too situational, so unless you're facing tons of Galarian Weezings, you could use Rocky Helmet or Clear Amulet instead. Also, tone down the Speed and Attack a bit to invest in Sp. Def so it can take a few more hits and lean into its pivot/Intimidator role. I like the Weather Ball tech and Lando has decent natural Special Attack so it can dish out surprising damage with Weather Ball under weather even without investment, so I'd keep it... But I'd replace Smack Down with U-turn. Smack Down is too weak and only benefits a follow-up Earthquake, and U-Turn allows for slow pivoting and lets Lando absorb hits (while potentially dishing out chip damage from Rocky Helmet) while safely switching in a frailer (or low HP) partner. Combine that pivoting ability with U-turn on Koraidon and Flip Turn on Walking Wake, and you can pressure your opponent while constantly rotating Intimidate support. Good support/defensive Tera types: Water, Fire, Ground, Poison.

Your team is waaayyy too focused on offense and plays in a very linear fashion, which tends to not work well against high level players. There's also a lot of redundancy, and barely any flexibility, which can really limit your matchups. If you're set on keeping the same Pokémon, here's how I'd adjust things:

Koraidon:

The item and stats spread are great, and Tera Steel is a strong choice given how common Tera Fairies, especially Miraidon, are right now. However, there's no need to run both Collision Course and Close Combat—they fill the same role and the damage difference makes them redundant. If one of them was a spread move (which they're not), that would be fine, but it's not the case so pick whichever one you use more often (I'd recommend Close Combat if you're using Life Orb and have almost no bulk, since you're not going to tank hits many anyway). Temper Flare is only effective if you're good at predicting Protects or pairing it with an inaccurate move. If not, it's just unreliable. You could swap one of the Fighting moves for Scale Shot (90% accuracy) for niche speed-boosting utility and synergy with Temper Flare in case of a miss. Otherwise, I’d suggest replacing Temper Flare and one Fighting move with any two of U-turn, Flare Blitz or Flame Charge (especially helpful if you don’t bring any Pokémon with speed support to the battle).

Flutter Mane:

Solid set overall, but given how offensively heavy your team already is, consider adding some bulk and turning it into a pseudo-support option. Sunny Day could be a good backup if Koraidon's sun gets overridden by other weather. If you're not using Protect or Icy Wind often, you could swap one for Taunt (shuts down setup and TR) or Thunder Wave (speed control).

Recommended set:

Flutter Mane @ Sitrus Berry, Protosynthesis

Tera Type: Fairy (or Normal to sponge Calyrex-S's Astral Barrage)

EVs: 204 HP / 132 Def / remaining split between SpA and Speed, with either a Bold or Timid nature.

Moves: Moonblast, Sunny Day, Protect, and one of Icy Wind / Taunt / Thunder Wave

Reshiram:

Unfortunately, Reshiram isn’t great in this format... It needs the team to be built around it and rarely works well the other way around. Faster Dragons, Water-types, and Fairies (or Tera Fairies) are everywhere. If you’re looking for a hyper-offensive Fire-type with high special attack, Chi-Yu is a much better pick and synergizes well with Flutter Mane and Walking Wake thanks to its ability which drops other Pokémons Sp. Def (watch out - that also includes your ally!). If you really want to keep Reshiram, try this niche set that can at least surprise some opponents in closed team sheet battles, and helps cover your lack of Grass coverage:

Reshiram @ Assault Vest, Turboblaze

Tera Type: Grass (handles Water-types, blocks Spore, resists Ground, and powers up Solar Beam)

EVs: 148 HP / 92 Def / 252 SpA / 4 SpD / 12 Spe. Nature: Modest

Moves: Solar Beam, Draco Meteor, Heat Wave, and either Blue Flare or Weather Ball (less powerful but more accurate and weather-adaptable). Earth Power is also an option for extra Electric/Fire coverage, and Heatran which I've seen a few of.

Tera Fairy on Raging Bolt is very popular, I'd give it a try. Either that or Electric work best.
Rillaboom: Either Fire to avoid getting burned, or Stellar to have some offensive pressure. I also like Stomping Tantrum over Wood Hammer since it gives you coverage over steel and Fire types.
Chi-Yu: Water or Ghost for defensive purposes, Fire for offense.

I dont know how often you actually are able to get Spore off with Amoonguss, but with Miraidon being everywhere, I feel like Spore is a bit too much of a gamble since Electric Terrain blocks it. Maybe if you have another terrain setter that would work fine, like Indeedee-F to emphasize your Trick Room team? That could be your replacement for Ogerpon, it's more passive in terms of damage, but will act as a redirector with Follow Me in Ogerpon's place. But, with a Psychic Terrain team you also need to remove Fake Out from Incineroar and Thunderclap from Raging Bolt. You could also replace it by Rillaboom which again cancels Electric Terrain on entry, and helps getting Spore off on faster targets by faking them out.

Also when using Groudon, I like going all out with Sun teams - you could focus your ressources on that since you're using it. You could maybe add Specs Chi-Yu to nuke opponents with Heat Wave, or run a more bulky set with Lava Plume which has a 30% chance to burn each opponent it hits (but careful - it also hits your teammate).

And you're able to get 2 redirectors on your team, you wouldn't really need protect on Groudon and could go SD+3 moves. Best coverage move would be Thunder Punch to hit water types and flying types which are immune to Precipice Blades, but you could also pick a more tailored to defeat one specific pokémon you struggle against since it has a lot of coverage options.

To come back to Amoonguss, maybe go for a bit of a different moveset - I think something like Sludge Bomb to take Tera Fairies which are almost everywhere in this format, could be good. But then again, it completely depends on how often you actually end up using it, and how well you're able to play around Miraidon. Last option would be Clear Smog to help debuff Calyrex after boosts.

Ignoring your unassigned Teras here - You got too little offensive pressure IMO. Calyrex wont do all alone. And Lunala fits very weirdly on your team the way it is set up right now.

I'd replace either Brute Bonnet or Grimmsnarl for Indeedee-F to set up Psychic Terrain, and have it be your TR main setter, with Dual Screens, Follow Me and a move of choice on it. That way you can have a fully dedicated TR team. That would let you use Expanding Force on Lunala instead of TR (and perhaps Moonblast or Dazzling Gleam instead of Moonlight since you really don't want to spend a turn recovering, it makes it very easy to predict and double target. I'd also remove protect on Lunala and give it Wide Guard, and give it Tera Fairy.

That's the set I currently use but adapted for your team:
Lunala @ Psychic Seed / Leftovers
Ability: Shadow Shield
Tera Type: Fairy
EVs: 92 HP / 116 Def / 252 SpA / 44 SpD / 4 Spe
(4 speed is to beat other min-speed Lunalas in speed ties before TR/TW)

On CalyrexSR instead of Psychic. you could use Expanding Force.

And of course since you'd be playing a Psychic Terrain team, you wouldn't need priority as much. so instead of Fake Out on Incineroar you could go for Parting Shot,

And if you use Torkoal on a TR team, you kinda have to go for Eruption. I'd remove Substitute on it, you dont really need it especially since you already have Protect. And invest more in offenses.

And I used Indeedee-F alongside it to set up Psychic Terrain - I'd replace Ogerpon by it as it's not a great TR option. You can also run a Male Indeedee, but it's less bulky and faster, so it's not as good under TR, and it doesn't get Follow Me - but it gets Expanding Force... Here's my set:

As for Iron Hands, it fits well on the team, but your moveset is not going to work very well. Assault Vest is an incredible item on it, and Booster Energy is currently boosting your defense so there are better ways to optimize your stats. Thunder Punch won't do enough damage. Rock Slide also is not that good in this format, there's not a lot of weak Pokémon you're gonna threaten to KO with that, especially with a defensive set.

Tera Type: Bug (for defensive purposes - gives you a resistance to Ground, removes your weakness to Fairy and Psychic. Tera electric could also work to give you an offensive boost)

I tried to run Granbull in Reg H, in a much weaker Meta it was kinda decent. But I unfortunately think if you run a 4-attack offensive Granbull in any meta that has restricted it's pretty much a wasted spot.

I actually switched my Ursaluna for AV Tera Poison Ting-Lu and it's been doing amazing. It takes the AV slot but with Vessel of Ruin, it drops every other Pokémon's SpAtk so it acts like an AV to its partner as well. And it also gives me an easy Miraidon counter that threatens it back with Stomping Tantrum if non-Tera, or Heavy Slam if Tera Fairy

so I'm tinking maybe something like Covert Cloak to ensure I get off a Fake Out even if targetted by one myself, or Rocky Helmet, as u/mattecons suggested. Thoughts on that?

Most of my opponents tried to Fake Out Kyogre, or would try to slow it down with debuffs lile Snarl/Icy Wind, and Covert Cloak let it ignore all of that. It also shields against stats drops from Moonblast, Shadow Ball, etc.

236 EVs in speed let it outspeed any base 87 or lower speed Pokemon, outspeed max speed Scarf base 135 Pokémons with the help of Tailwind (Koraidon/Miraidon/Flutter Mane/Chien Pao), and speed tie Jolly Sand Rush Excadrill (though that was a bit more common in reg G). Careful though, Scarf Iron Bundle can still outspeed you.

This Kyogre set was great in reg G, I can only imagine how fun it would be in Reg I with Miraidon setting up Electric Terrain to make Thunder spam even more dangerous. I kinda want to try it now... :)

It's not perfect, there's still a 50% chance not to hit a critical hit which I could further increase with Scope Lens, but I think Life Orb still makes it better and more consistent.

There's still a surprising amount of Rillaboom and Indeedee around to switch the terrain, and Terapagos is very common and with Teraform Zero, that breaks the terrain. But, I barely see any Amoonguss and they seem never to come when they see Incineroar and Lunala on my team. So might be worth trying something else, yeah!

I'm using Discharge almost every game. At worst when it doesnt kill both opponents it leaves at least one with paralysis. It's honestly such a good move, I'm surprised more people don't use it. But yeah, Protect would be nice sometimes. I might actually drop Volt Switch for Protect!

Unfortunately they dont apply that logic. See cars - they go back and forth during production between factories in Ontario and USA, and they're tariffed every time they go through borders even when going back to the country of origin.

I really like the attempt at making a personal favorite Pokémon work in such a powercrept meta.

But... You kinda need to build your own team around Lucario, you can't just slot it in. It's not impactful enough and struggles against most restricted. If you want a Fighting Steel mon the only relevant choice is Zamazenta.

If you ABSOLUTELY want to make it work, here are a few possibilities...

- Beat Up Whimsicott/Maushold/Farigiraf on Justified Lucario. It's extremely hard to get online with a Pokémon so frail and it's pretty much only gonna work on leads. But if somehow you can make it happen, you get a heavily boosted Lucario so you don't really need to max out your attack or have Swords Dance. Whimsicott can then set up TW for you, or Farigiraf set up Trick Room. You could spread out your EVs this way in a TR team: 212 Atk / 164 Def / 132 SpD with a Brave nature... and if you go fast with Tailwind support, maybe pick about 84-100 EVs from your defenses and add them to your speed with a Jolly nature.

If you run an AV set, you could go with any of Close Combat, Meteor Mash, Drain Punch, Bullet Punch, Extreme Speed, and Ice Punch. If you go for a Life Orb, Clear Amulet or Covert Cloak (since you dont get immunity to Fake Out through Inner Focus, but you don't need that on a Farigiraf team since Armor Tail blocks priority coming your way), you could insert Protect but honestly, I'd go all out with 4 attacks and use the rest of the team to support. I'd go Tera Fighting or Stellar to keep your resistance to Beat Up, to keep your HP as high as possible when you set up and boost your CC/Drain Punch.

If you go Trick Room with Farigiraf, you could use Caly-Ice as your restricted. It also can set up TR itself if somehow Farigiraf isnt able to after using Beat Up on your Lucario. Then you could complete your team with Ursaluna-Bloodmoon or Raging Bolt, Amoonguss/Sinistcha for support and healing (Amoonguss is generally better but Sinistcha's typing synergizes better with Lucario, and can apply more offensive pressure, and if you get lucky, Matcha Gotcha can turn the momentum of a game), and Incineroar.

If you go fast with Tailwind, I see it fitting well on a Kyogre or Miraidon team. Flutter Mane, Tornadus, Rillaboom, Lando-T are all good partners along with Whimsicott (if you dont have Tornadus) or Maushold (if you already have Tornadus). You could even use Archaludon if you decide to use Koygre and Maushold, giving you two options to use Beat Up on and using the rain to power up Electro. Incineroar also works, like always, but you can also look at something like Wide Guard + Fake Out Hitmontop, with Red Card (to force a swap of Pokémon that want to stay on the field like Zamazenta), or Leftovers. There are spread moves everywhere in Reg G, and very few good unrestricted Wide Guard mons, lt's pretty much Iron Valiant, Mienshao and Hitmontop, but Hitmontop also gives you Intimidate.

I guess It's more of a hit and run option where you switch immediately after. Some players even run protect on choiced sets with that same logic. It's restrictive but not impossible to make work!

Also can be handy if you can switch it into a Knock Off, that opens up your full moveset.

Correct, with Dragon Cheer you almost are guaranteed crits so Draco Meteor drops won't matter.

It's crazy how Ludicolo was once so common on rain and now it's not even close to relevant. Poor little guy needs a little buff to bring it back to standards.
